If you look in your ES40 booklet it will tell you that in order to claim JSA you need to provide a signed declaration every two weeks. If you have a problem with a certain office you can ask to sign at another office. If not you will need to get a sick note from your doctor and claim incapacity benefit.

If the reason that you are not working is due to this phobia, then I would advise getting a letter from your doctor stating that this is the case. You will then probably get additional funding, but not on a long time basis, as they will expect you to get treatment.
If however this is just a way to get out of going to sign on, I would imagine hundreds of people would have tried the same, and that the Job Centre has wisened up to these excuses.
Even if this phobia doesn't affect anything else in your life, for your own happiness it would be great to try and "cure" yourself of the fear....again, just speak to your doctor and they will be able to put you in touch with the right people.

If it was a genuine phobia (like agorophobia) they'd ask for evidence, and if you failed to prove it (ie you lied to them) they have the power to take away ALL your benefits. If you are genuine, seek help. If not, don't play the system. It would end badly.

No. You can't collect unemployment without signing on. If you're being serious, you may be able to collect disability because of your phobia.

If you provided a doctors certificate stating your diagnosed phobia then they'd have to. Otherwise, they'll probly laugh at you.

They give you the option of signing on in person, or by post - at least they did with me.
