It means a law is PROPOSED, and it was not agreed upon by all members in the House of Representatives, or at least not accepted by the majority. So it is tossed out. Even the President can submit a proposed law, or idea, and it can be vetoed to keep power in balance. What if the President said "I want all the money from the lottery to go into my private account." This could be vetoed.

vetoed means the question was out voted. it means come back anouther day with that question, or change it a little.
