Port Royal was the centre of shipping commerce in Jamaica until an earthquake on June 7, 1692 largely destroyed it, causing two thirds of the city to sink into the Caribbean Sea.
Tortuga or Isla Tortuga, officially Ãle de la Tortue, is a Caribbean island off the northwest coast of Haiti
Since they both mention the Carribean Sea I'm going to have to go with that. Plust it does, after all, say Pirates of the Carribean.

If the film is entitled the Pirates of the Caribbean, wouldn't that lead you to the assumption that they are traversing on the Caribbean Sea?

It's in the tital, "Pirates of the CARIBBEAN". It was filmed in on the Caribbean sea, and I expect it'd be that in the movie. Why'd you ask that in the first place?
