it depends on the artist's style...personally, i like to write the lyrics, and then put them to the instrumental...
but also, sometimes, i will hear an instrumental and immediately begin to form a verse in my mind

It goes either way, it only matters what pops into the head or heads of the songwriters. Sometimes only parts of a song are written; sometimes a whole song can be wriiten and another person could say, let's put this here.
Stupid examples -
Mariah Carey - Fantasy - the music was probably written first because it is mostly the Tom Tom Clubs Genius Of Love.
Judas Priest - Living After Midnight - the lead singer was trying to get some sleep, but the guitarist kept working on a riff. The singer came up to him and said I got a good name for a song for that riff you were playing - Living After Midnight.

I write songs all the time its like this tune comes in my head that goes with the lyrics so i would say for me they come together but of course i write down the lyrics first then need help to bring the music out of my head.

well it all depend on the person doing they right bcause some people can start hearing or playing music them words will start coming to them and they will have wrote they lyrics to the music and somepeople will write words then see what music an beat goes with the meaning of the song like with gospel which is what my mom writes and sings she can do it both ways she will hear music and can get the lyrics from God or visaversa so it really all depends on the person

depends...... In Indian cinema, most songs are created by making the tune first, THEN the lyrics. This happens when the movie director tells the music director that " I need a snappy song after this scene" or "i need a smooth romantic song here" etc. So the music dir first thinks up a tune, the lyricist then writes up a few lines which match the pattern of music. (This is easier in India coz most romatic songs have the same set of words or phrases like 'pyaar' (love) 'inkaar' (denial) 'ikraar' (opposite of denial) etc. and these words rhyme too!! So they just put extra words like 'mein' (me) 'tum' (you) etc and make a line as 'mein tumse pyaar kartaa hoon' (I love you) )

The music is much more important than the lyrics. If the music isn't catchy, nobody will listen to the lyrics.
