I never heard of Mossouri before. But, I know that in MISSOURI, it depends on your location as to whether they are legal or not. Check out the following link.

If you mean Missouri no they are legal. Some towns and cities have their own regulations but in the state as a whole it is legal to buy, sell and use fireworks.
