ok, it can't be a dancing party, there really isn't to much of a budgit.we want to keep the people down to 60, and we really need to know some ideas soon.

Buffet! Have everyone bring their favorite dish and make a home-made cake.

The best party I ever had only cost me $10 -- I bought $10 worth of soda/pop and told everyone to bring a dish. I had close to a hundred people! We had a blast and it was all without ANY liquor.

Someone showed up with an electric guitar; we played cards and everyone just chilled out.

Its not the money, its the people.

Costumes, Movie, Spotlight dance.

Focus on ways to save money but have as much fun as possible. 16 year olds aren't fussy when it comes to food. So you don't have to spend much there. Do the cooking at home and serve it buffet style. Then go do something really adventurous like whitewater rafting, or somethign outdoors (look for national parks in your area) during the day. Something that where they can be challenged physically.

pick her favorite movie/movie scene react it then have it as a party. act it u throwing a big party at one spot. act like people are not showing up but everybody at a other she some1 else is throwing and have her going there SURPRISE SIXTEEN BDAY PARTY and clinton wasnt an asshole

do a chain party. all friends n fam pick three locations one being a dinner spot. example : movies - bar - tattoo bar - red lobster (my 18th bday)
since u underage try : park barbecue - action park (great adventure,etc) - night fireworks and cake (my 15th bday -awesome time in great adventure n we paid less than what we thought)
