Try Lee Valley Tools - or just Lee Valley - they're in London, Ontario, Canada and carry everything a woodcarver could want.

I'm sure you can find what you need with a whittle effort. :D

Hey Groovy Grandad! I am a groovy Gramby! I bought a simple set at Walmart and a pkg of wood for about $8. together to try out before buying a good set. Good luck. I love to design, redesign, paint, write, and anything else that I come across that is of interest. Have a groovy time with your carving!

Dear Groovy Granddad, I hope this helps. I think I found the answer for you on the Google web browser. I looked under hobbies, carving knives. www.woodcraft.com. Like I say I hope this helps.
God's Peace.

If you are in the UK and looking for a good quality set then you might like to try Machine Mart
http://www.machinemart.co.uk/product.asp?p=040210129&r=2185&g=116
The cost is nearly £50 but you tend to get what you pay for. Having said that a very good set will cost £190.

But if you dont want to pay that much then the above link also has a set for £30
