Here are a few ideas:

Jazz at the Bistro -- near the Fox Theatre
Brandt's -- in U. City
Backstreet Jazz and Blues -- in Westport Plaza
Fast Eddies (not classy, but fun) -- Alton IL

I agree with Jen, try Fast Eddie's Bonair in Alton. They have cheap food, like shrimp for 29 cents each, brat for 99 cents and a Big Elwood on a stick. There are live bands. It's easy to get to. Come over the Clark Bridge into Illinois, turn right off the bridge, turn left onto Broadway con [connector] it's the next light off the bridge, so get over in the left turn lane immediately. Turn right onto Broadway, and it's is a block down the street on your left. There are signs, and ample parking. Try the website at fasteddiesbonair.com

You could try Kemoll's or the restaurant in the Adam's Mark Hotel, both are in downtown. Both are nice places to go!
