Very few publishers or agents will consider uncompleted novels. It is different with non-fiction but with novels they always want a complete text. They may well still ask you to change it, but you have to have a completely finished draft first. Then, very few publishers will consider direct submissions of fiction, only submissions through agents, so you need to find an agent. You could just google them but that's very chancy. Your best bet is to buy a copy of the Writers and Artist Yearbook and research which agents handle your genre. You can also get the info online from the WAY website if you pay a fee.There are some general advice pieces available free on the website but for agents listings you need to pay. If you want to go down the self publishing route, it is easy now with Kindle and other digital platforms, so there's no reason to pay any of the traditional scam 'vanity' publishers.
