Gay rights aside, males are generally attractive to females, and females are attractive to males. But, there's more to it than that.
Throughout most of the animal kingdom, human beings see the male as being more attractive than the famale. Think of a pride of lions or a flock of sheep.
This is also true of most fish. Siamese fighting fish (Beta Splendens) are breed for the beauty of the males; the females are an uninteresting brown with small fins.
However, among human beings, females are generally seen as the more attractive of the species. And there may be a genetic basis for that because the perception seems to cut across all cultures.
To begin with, in the non-human animal kingdom, females come into heat seasonally. During that time, they are receptive toward males. But, because there are many males to choose from -- all of which are ready for intercourse at any time -- males must impress the females.
In the human kingdom, females can have sex anytime they choose. And, like gorillas, lions, or ducks, men are always ready.
Because the female cannot attract the male with olfactory cues, as other animals do, she has to rely upon "making herself attractive."
Look at it this way: females polish their fingertips; males don't. Females spend hours on their hair; males don't. Females put gloss on their lips; males don't. Females take great care in selecting their clothing; males don't.
All of these things add to our perceptions of attractiveness.
And, finally, one of the things that we've learned through hundreds of studies is that health is attractive. Hence, the ratio of waist to chest becomes an important factor. Obese people are not generally viewed as being attractive. Clear skin, bright eyes, a ready smile are all signs of health. So is shimering hair.
Women buy the expensive shampoos; men rely on a bar of soap.
Taken together, all of the symbols of beauty (or attractiveness) point to females.

Interesting question. First it depends on what you consider attractive - personality, looks, ?. Then it depends on the species. Many different species have males that are attractive in looks (yes, including humans sometimes). Humans have more attractive (with looks that is) females (ratios). Attractive is also a biochemical balance that has a magnetic effect with the right person...
