Because a monopoly is one company contolling an entire industry. If you don't have any competition, you dont have to make great products, since youre the only people making them. And even though they are worse products, if theres a big need for that product then they can boost the price all they want.

The chocolates' industry appears to be an oligopoly since there are only a handful of companies that is known. It is better to categorize Hersheys and the industry as a monopolistic competition wherein there's a relatively big company amidst many smaller companies.
