He owes my friend £17,000. He's a serial conman uses many different names. Also looking for address of main police station in Cairo, I am not in Cairo so can't ask someone in the street as suggested by some idiot the last time I posted that questions!! Thanks

Sorry, never heard of the dude. Dont expect that the police will arrest the guy if you write to them. You need to register an offical complaint and provide some type of evidence, debit note anything so that they can take you seriously. If you cant travel, the I suggest you take the evidence to the nearest embassy and they will handle it.
