They got a governor with balls and he was willing to stand up to the legislature in NJ. Because they failed to pass a budget on time he shut all gov't functions down that could be shut down reasonably.

July 3 (Bloomberg) -- New Jersey's state government remained shut for a third day as Governor Jon Corzine and fellow Democrats in the Legislature continue to negotiate a budget for the fiscal year that began July 1.

About 45,000 non-essential employees across 31 state departments, agencies and authorities were told over the weekend to stay away from work until a budget passes. Lottery operations were frozen and non-emergency road projects ground to a halt.

Corzine ordered the shutdown after lawmakers failed to approve a budget by a state constitutional deadline. Some members of Corzine's own political party won't support his proposal to raise the state sales tax to help eliminate a $4.5 billion deficit. Without a budget, the governor has no authority to spend money.

``It gives me no joy, no satisfaction, no sense of empowerment to do what I am forced to to,'' Corzine said in a statement after issuing his shutdown order on July 1. ``We will do everything we can to bring this to a short conclusion.''

State parks, beaches, campgrounds, historic sites and racetracks will be closed after the July 4 holiday; New Jersey's 12 Atlantic City casinos are awaiting a court decision on their petition to stay open during a shutdown. About 36,000 workers, including state police, corrections and children's services employees, are considered essential and working.

They ran out of money that could be spent. They can't agree on a budget. The government wants to spend too much. The people will not allow higher taxes. Therefore no budget.
