If it something that you know how to do, then just do it! After each step write down what you did.

When you are done, try doing the work from your notes but pretend to be a "dumb blonde" Try to misinterpret things. Then you'll know what to be more specific on.

After you have the details ironed out, then do an outline and fill in anything else that is needed. I know this is backwards from official ways to write things but I find it work well for me!

This is usually a job for a technical writer.

Start out with a brief introductory chapter explaining the product.

Then move on to specific topics.
For each topic, include a concise explanation, a hands-on lab exercise, and a summary.

The exercises should be realistic scenarios that the trainee is likely to come across.

Note: Do not confuse a training manual with a user manual. In a user manual, you include general procedures explaining how to perform various tasks. In a training manual, the lab exercises are specific procedures that explain what to do in a specific situation.

it all depends as to what the training manual is but people generaly want to know why there doing what there doing, what there doing how to do it and when to do it, always asume people know nothing about the topic the manual is for and always try to keep it short and don't have long dragged out paragraphs.
Pictures of how to do something is always a good thins so they can all see how to do it maybe without reading large paragraphs.

Start by just listing the steps of the task for which you are training. Then add an introduction, and fill out the list with explanations. The more complicated the task or set of tasks, the more detailed the explanation needs to be.

At least, that's what I did.
