Wha...?

most probably no problem - unless it has marked difficulty in breathing (watch for swaying the body, coughing-like action, frequent - i say frequent!- yawning, or discharge from mouth, swelling of mouth - signs of respiratory infection that has to be treated medically asap). so reptiles (remember the crocodiles) can do this when they bask (just like a dog sways the tongue out of mouth when hot) and especially if they bask to excess, so if you have noticed this only recently it might be because the temperature is for some reason higher than it used to be and possibly could be too much if the dragon does it really often -either a hot spell of weather or improperly set heating. so check it and if this is the case try to set the heating lower, switch it off or ventilate more. Do not automatically assume that if the animal is hot it would go hide somewhere where it is cooler - the beasts would sometimes rather obstinately sit at his favourite basking place under the heater as usually and completely ignore the fact that the place is hotter than usual.

so it is just as if you or me sweat - perfectly normal but too much may be too much.

It usually means they are too hot. Reptiles cool off by opening their mouths. To make sure this is what it is and not something else, turn off your heat lamp for just a little while and see if he closes his mouth then. If that is all it is you may just want to get a heat lamp that's not as hot during these summer months.

No most if not all reptiles do that as a way to regulate body temperature(keeps em cooler)
If youv'e seen a nature show with big! crocks they do the same.
An open mouth is a happy lizard.
that doesn't go for humans!

Is he coughing or anything when he does this? if he's not making any noise or anything he's probably just thermoregulating. Also this is a good opportunity to check his mouth for fungus and stuff just to make sure nothing it wrong.

the reason he is doing this is becuase lizards like to be sprayed with water, form a spray bottle. to mimic there natural habitat.
