I would say:

The money will be refunded if the ticket for travel has not been used.

number 1. says "should be refunded" which sounds like an a conditional refund if travel has been used.

number 2: Is an awkward straight forward statement, using the pronoun "he", and possibly confusing "as" with "if"...

#1 sounds okay. It could be rephrased as "The money should be refunded if the ticket is not used."

As for #2, it just sounds confusing and jumbled up. But I think it could still be grammatically correct. Maybe, "The ticket should be refunded if he did not use it"???

Those are my best guesses.

#1 looks okay.

How about for #2: The cost of the ticket is to be refunded to the individual due to nonuse.
