Going back to history, it was believed that sun revolves round the earth and that earth is stationary. So, people believed it to be due to the sun's motion. Moreover, earth is tilted on its axis. So, as the earth rotates, the sun appears to rise in the sky and then set.
We ourselves being on earth, do not realize earth's motion but take it as sun's motion.
It can be a bit like when you are travelling in a train, you feel the trees alongside are going backwards. On the contrary, its you who is moving ahead.

People say this because the sun appears to move across the sky why the earth remains still. The ecliptic ( which is the apparent path the sun takes across the sky ) never strays more than ten degrees from any planet. In the process the sun appears to be doing many things, including bobbing through the sky. This bobbing is known as rising and setting.

They say that because it seems that way when your on earth and it is not to be notice that the world is tilted in an axel so when the world rotate it seems like sun set and sun rise but it is just the world taking a spin on it's axel.

sun appeared to disappeared from our sight in the evening with respect to where we stand, thus, we call it sun set. Likewise same theory apply to sun rise. We see the sun sight in the morning we call it sun rise. Actually sun is stationary, its our earth which is orbiting around the sun, creating this phenomena.
