As Far As I Know If It States "Free Download" Then It Is.

Those kind of videos are, indeed, free-to-share videos.

I believe uploading one to those kind of sites immedialtely make it so, and thus are subject to imense popularity & ridicule from Keith Olbermann and others on national news networks.
