Kissing on the lips will lead to something and that something will lead to another thing..
When she is ready to kiss you, she will.. But at the meantime, do not rush into things.. You can always show your love by kissing on her forehead each time you meet up and before you say your goodbyes..
It has been said that kissing on the forehead indirectly tells her that you love her..
She could even be testing you to see in what other ways that you can do to express your love other than kissing on the lips..

She may not feel comfortable enough with you to want to be on that intimate a level with her...Stop trying to kiss her and concentrate on getting to know her...asking her questions about herself will get her to open up to you. Most people...I have found...are extremely interested in themselves...dont you agree. So that may be a better way or avenue to get to know he more intimately......also...make her laugh....do sweet things that are considerate for her. Standing from a girl's viewpoint, i think it could be due to a couple of reasons.
1_she's not prepared.
2_ she's conservative
3_ she's shy
4_erm, well, perhaps liek what the others say, u have bad breath?

ok maybe your breath stinks or your have tooo much facial hair or she's just not ready to kiss your there hang in there and it will happen eventually!!! good luck!
