logon to http://members.yahoo.com/
click on "Advanced Search" link placed at the bottom of "Find People on Yahoo!" box
in the following screen, fill in the desired details, like first name or yahoo id or city etc. and click "Submit Search"
this way you can find people on Yahoo

you would need to know there yahoo id
or you can try yahoo people search
