Muscles doing work generates heat. Heat obviously makes you hot. Metabolism can also work against you, change your diet or even fast a bit, if your not gonna be moving you don't need much food. Takes a bit of time to change your body rythms though.
Sweat seems to be a popular answer but you can't do that at will. Beer's good. If it doesn't cool you down much you won't feel so hung up on being hot.

When you sweat, the moisture on your skin is evaporated into the atmosphere using the excess heat of the body - try blowing on the back of your hand and then repeat but this time licking the back of your hand first - this is a particularly effective mechanism
By dilating the capillary blood vessels near the surface of the skin, the heat of the blood is radiated away from the body. This is why you look flushed when hot. Similarly, when you are extremely cold, these blood vessels close off resulting in that pale, cold and clammy blue' look.
Since the scalp is especially rich in capilliaries (to supply blood to your hair) and the carotid arteries (jugular) are very near to the surface of your neck, your head will feel particularly warm when you overheat.
Deep breathing allows heat to be transfered from the blood via the alveoli with their massive surface area into the air which is exhaled.
As heat will always transfer from hot to cold, immersion in water allows heat transfer from the you (hot) to the water (cold)

there are only 3 types of transphering heat.
conduction , convection and radiation.
u have clearly discluded the convection (turning on the fan/ air con)
u have also discluded conduction (jumping in a pool)
so the only other way is by the body radiating more energy than it is absorbing.

Cool your bodies pressure points eg wrists and back of neck with cold water or even better put some ice in a bag and wrap in a cloth and you will feel really cool.

A body cooling spray from the chemist. Just spray it all over your body, in particular the back of the wrists and the face. Also a mini portable fan. If you dont mind looking like a total dork you could buy a cap with one attached to the front of it. Very cool. NOT!!!!!!!!!!!!!!!!!!!!!!!!!!!

The water in your body makes you cool it feels the heat that is not body temp. When the body water cools your body it becomes the water that comes out of our pores which we call SWEAT!!!!!

swim sit near the air con/ fan stuff your self in the fridge or go to the supermaket go into the icecream section and stand there

drinking somthng hot will help the body heat to rise and disperse a lot quicker than ur cold pool.
