I would start off by running disk cleanup to remove any files not necessary and then run a defrag on the disk.

Additionally try downloading TweakXP http://www.tweakxp.com/ and make sure that the system is not set to clear the pagefile on shutdown. This can sometimes cause it to hang.

There is no need to reinstall Windows at all. It could also be that the CMOS battery (button battery the size of a 20 pence piece) on your motherboard could need replacing.

Click on Start>Run and type 'msconfig' then press enter, when theapplet come front of you click on Startup, see down, click on 'Disable All', give apply and press ok! A window will come 'Restart' or 'Exit Without Restart', click on 'Restart' if Restart not begin do it manually!

After restart window a box come, click on dont show me again!

Your PC should be plugged into a surge protector anyway. When Windows is finished shutting down (do they still go to DOS?), turn off the surge protector.

It could be your ATX box on blink or your swith is faulty. Needs checking to see if your swith is connected properly or not
