As someone who's watched every Doctor there has been, I think David Tennant has great potential to be a good Dr Who, that hasn't been especially fulfilled during his first season.
He does good 'disapproving scowl", a la William Hartnell and Colin Baker, and has moments of brilliance at portraying an ancient intelligence in a young body, worthy of Peter Davison on a good day. When confronting evil or authority, he's as good as Jon Pertwee, though not, as yet, any better. What he hasn't done yet, in my view, is to perfect the balancing act that Tom Baker and Christopher Ecclestone both seemed to bring effortlessly to the screen - the balancing act on the edge of brilliance and madness, the ability to credibly go from hard and serious to manic and back again. Tennant is at least aware of the need to do this, but at the moment when he tries it still feels queasy. However, he's definitely brought qualities of his own to the role that are definitively "Tenth Doctor" things. And as he's said he wants to do several seasons there's time to bring the full character out. So I think he WILL be a good Doctor, but coming after Christopher Ecclestone, (who WAS the Doctor from the word 'go' - knowing as he did that he was only goig to play the role for one season, so it had to be memorable), Tennant is currently feeling a little flat, as Peter Davison did in his first season, having to follow the powerhouse of the Tom Baker performance.

As an oldie who can remember the very first episode I say YES.
Tennant is a good Dr. I can see traces of Bill Hartnell, Tom Baker
and my favourite Pat Troughton. All that is lacking is a really good reincarnation of the Master... but they would have to be up to the standards of the late Roger Delgado.
