Conditions were a lot different during the Civil War and the days of the Underground Railway. There is no reason why more black people don't go to the Yukon Territories - perhaps the main reason is that the majority of the Black population is centered in metropolitan areas such as Toronto, and they would rather be with people who share a similar culture and background - but there is certainly no discrimination. there ARE Black people in Northern Canada.
