Rachel, when you move up in levels you are able to participate more on the site - there's an increase in the amount of questions you can ask and answer, the number of rates and votes you can do, and how many comments you can leave on resolved questions.
If you want to get to Level 2 so that you can ask more questions (or answer, rate, and vote more), then you will need to start answering more questions each day. To really help you up the level ladder, then you can also rate other best answers (20 per day on Level 1) and vote for a best answer (also 20 per day at Level 1).
If you do all of your rates and votes and answers each day, then you'll be at Level 2 in about 2 to 3 days.

Nothing happens other then getting to the next level. You can ask more and answer more each level. Guess that's about it
