The closest reference I can find is by a panelist on Fox News Channel who was quoting an unnamed U.S. senator who was quoting a state senator in Louisiana who alledgedly made the statement. I think it was a "shoot from the lip" unthinking comment from someone annoyed by the media coverage which made ethnic distinctions between "salvaging treasured belongings" for some and "random looting and stealing" for others.
