That is one of the "Lowered Expectations" skits from Mad TV, and you're right - Shaq was playing "Denise Rodman."

I don't know where you can download Mad TV sketches, but Mad TV appears on Comedy Central about three times every day. You want to find episode #410, with Shaquille O'Neal hosting.

Incidently, Comedy Central is showing a lot of movies over the July 4th holiday and Mad TV isn't airing much from the 3rd to the 5th. But they'll return to their normal schedule after that.
