She threw a stone at a boy of a different race who teased her, then after the boy recovered, he and his family decided not to press charges.

Rather than take no for an answer, the police went, approached Maribel and handcuffed her and decided that she be charged with a felony against a citizen of a different ethnicity.

On August 3 2005, the felony charges were completely dismissed! BUT, I believe she had to serve hose arrest with a wrist monitor on her hand for one month.

So why did you mention the racial aspect of this? If you are trying to claim racism, just say it. If not, why mention it at all?

And why is it that an 11 year old cannot be handcuffed for throwing stones? Have you ever been hit by a stone? I have.

If she threw the stone she should have been arrested. Period. If she resisted arrest, handcuffs should have been used.

Regard of the difference of race, regardless of the family's non-desire for prosecution, the police sound like they were doing their duty. There must have reason enough to not forego using restraints. Without further information, there is nothing in this narrative that puts the police in an "evil" light.
