Lose weight. When the breasts are not so heavy, they sag less. However, once the ligaments are stretched out, they do not tighten up, regardless of exercise. The best method is preventative. Always wear a good supportive bra with normal daily activities. Always were a good supportive sports bra with sports.

Butterflies...lay on your back on a bench, using 5 to 10 pound weights (one in each hand) slowly bring them up to meet each other with your arms only slightly bent at the elbows. Make sure that you keep your arms moving in a straight line directly above your chest...if they go too much over your head or down over your belly then you won't be using the right muscles. This will serve to lift and tighten the pectoral muscles (upper chest muscles).

Try doing upper chest exercises like inclined dumbell presses, this will tone the upper portion of your chest, and it will make your chest look like its lifted.
