The first one is quite grammatical except for the use of 'the' before Members of Congress. This is already a closely defined group of people, so the definite article is not necessary. However, it is also rather clumsy because of the mixture of active and passive voice. I suggest:
1. Members of Congress study a bill thoroughly before passing it.
The second is ungrammatical becasue of the mixture of tenses. I assume he was delivering a speech at a time in the past when his speech was interrupted by a heart attack. You therefore need the past continuous tense for the first verb. So, ...
2. Pres. Roxas was delivering a speech when he had a heart attack.

A bill is thoroughly studied by the members of congress [singular] before it is passed. [Since the bill is the subject of the sentence, the clause at the end refers to it, not to the members of congress.]
By the way, if you do need a plural for congress ["There are many different congresses in the world."], it is "congresses." No English word takes three S's in a row.
President Roxas was delivering a speech when he had a heart attack. [The heart attack was in the past; so the speech was, too.]
