well, you have to decide wether you want to stay in munich (where the oktoberfest takes place) or outside of munich. e.g. augsburg is about 50 miles away from munich (bamberg is about 170 miles away from munich)
if you want to stay in munich, schwabing (part of munich) is not bad. that really depends on how much you wanna spend for a hotel...
if you don't care bout money, stay in schwabing, maxvorstadt, isarvorstadt or glockenbachviertel.
if you care bout money, look for a hotel in one of the munich suburbs like fröttmaning, haar or unterhaching...

try bamberg and get a hotel. then go to munich on train

why don't you just stay in munich?? that's were the octoberfest takes place?? or try LANDSHUT ....
