Through trial and error and time....Then once the perfect combination was met, it is set in the production line so thousands of pre-measured packets are made factory fresh every day.
P/s....If pressure is applied while laying on the ground with a spiked high heel, it will burst. I was a naughty kid and used to leave the little packets in strategic places in amusement parks or carnivals...usually where people like to get in line for a ride or in a high traffic area. I would sit back and watch people step on them. The best explosive result came from the ladies who wore those 6 inch (this was back in the 80s where a lot of gals wore stiletto heels with pants) spiked heels in pants...when stepped on perfectly, the kethcup pack would pop and the ketchup would go all over the lower pant legs. Terrible, I know.

Mebbe someone tests them, by filling them until they burst, then less and less until they stop exploding on their own.
Or maybe, they do something with math and figure out how much Volume a 1 1/2 inch by 1 inch packet can hold, then fill it up with that much ketchup. Well, they usually hold 9g. of ketchup...

Probably a machine. They're fun to put under people's tires and then watch them pop and get ketchup everywhere when the person starts to drive.

All items like that are created by a machine that mass produces them.
The machines have a bunch of settings and can produce the packets, fill them and label them, all in a super short period of time.

well, they only squirt it in the packets before they close it. Each squirt is already measured because the squirting machine has already been calibrated to only squirt in a certain amount of ketchup. :)
