As not all americans can speak Hindi or Bengali or Filipino or Tagalog.

Why are some Americans bad at English? Because it's English! Might be easy for all those who speak it, but it is the hardest language in the world, believe it or not. One word can mean ten different things, and five words can sound exactly the same.
People can't just learn a second or third language and speak if fluently over night, specially if they are over 30.
How about you try speaking Latin and see how that goes.

You really want to know why...because the filipinos have a corrput government system since 1986 that is more concerned about their pockets rather than the welfare of their people. Eversince the post-1986 presidents institued "filipino nationalism and tagalog first advocacy" the filipinos have deteriorated in learning and speaking the english language except for the burgoise elite universities. You satisfied now....how do i know...simple....hoy pinoy ako!!!!

Since it isn't their first language, they can't speak it as well as they would if they had been born in an english-speaking country...and since when does everyone have to know how to speak english? Before you complain, maybe you should learn how to properly write a sentence.

Probably the same reason that many Americans and Britons aren't so hot with their Tagalog.

english is not their primary language, learning english is as I am told one of the hardest languages to learn, the language doesn't make sense and we have silent letters and such which make it hard, and difficult to speak.
