place her cage inside a large cardboard box or if her cage is small enough, inside an old fashioned cat box. Sounds as if your rabbit does not enjoy having bedding in its cage...might try a nesting box inside of it.

A skirt around the outside of the cage might help with some of it. Does ur rabbit have a bed or platform to hop on to get away from all the fluff?

Put a tarp under the cage, seal the cage off in a dark room and never let the rabbit out again.

lay a mesh screen over the bedding and a wood platform to make a more comfortable place for her to lie on. She may be too warm, I know my rabbit prefers to lie down on ceramic floors rather then carpeting (he is fully litter trained and lives loose).

it depends on if the rabbit is a male or female. if it is a male, then it is a problem. but if your rabbit is a girl, then it means that she is trying to burrow. i have that same problem, so i moved her out to a hutch where she cant' get to the shavings. but if you don't want to move her outside, then get a cage with a wire bottom where she hops.

You really shouldn't be using any bedding. If you are using cedar, STOP... That can cause urinary track problems. Just give the bunny an old baby blanket (thin receiving blanket). They love that!

Line the cage with little or/and big colorful rocks.
