Because the un-indoctrinated can't get past his voice and are too busy being brainwashed by commercial radio. Every song is a little vignette...Hold On, Johnsburg, Illinois...etc, etc. But you knew that already. Celebrate that fact and realize that any critic worth reading agrees with you.

Tom Waits is great! I just an hour ago burned a Best Of with his best songs from Foreign Affair and Nighthawks At The Diner. Great beat poet/lyricist! Often hysterical lyrics! Great jazz sax licks! If any of you yahoo readers are curious about "beatnicks" this is beatnick music with humor. Highly recommended / highly underrated! The two above mentioned are probably (definitely) his two best.
I didn't answer your question did I? He's underrated because he doesn't fit into the MTV mindset of music marketers. His music is seriously an acquired taste. His music is more jazz than pop and maybe thats how he should be marketed.

Because Tom don't care.He also sued a business corporation ad where he reckoned the was his.Didn't care about the cash.Maybe people would rather hear "Shiver my Timbers" than "RainDogs"(great story that) to "Mule Variations" and beyond.Underrated?In whose mind?...."....what's he building in there..?.."Anyone for "Filipino Box Spring Hog"?

He seems to care about his art more than promoting himself. I guess that he has a comfortable life and spend his time creatively rather than figuring out how to pimp his songs for a few extra bucks. Does anyone really want to hear Christina Aguilera butchering one of his ballads?
