The full quote occurs when bart is trying to borrow money from Ned, and Ned agrees to give him money and says

"Well... ok, but only because you haven't outed Rod and Todd"

Then the camera pans out and we see Rod and Todd with moustaches making furniture in the yard. What does Ned mean by saying "outed"?

It's slang (surprisingly used by Flanders) for "out of the closet", meaning Bart apparently hasn't told anyone the boys' "secret" of being gay. Since Ned has been rendered blind, he doesn't realize there is no secret based on the boys actions and attire while finishing furniture in the front yard. Strait men don't wear short-shorts! Uh...apparently........O-kalee do-kalee?

He's implying that Rod & Todd are gay. He's thanking Bart for not telling anyone that his sons are gay by giving Bart the money.

O_o. I think it could be a strange innuendo for in and outing.

It could mean that Bart never had relations with Rod or Todd.

Then again, my mind's in the gutter right now.

because Rod and Todd have become very gay,you must have seen them in the front yard after that comment,its crazy funny!

I'm not sure but I think it means because you haven't asked rod and Todd. I need the flanders-English dictionary shown in one episode. according to previous answers I'm wrong.
