I found a website that reads for a title tag, "sports: sports blogs and sports forums-the sports blog."

their description reads, "Online community of sports fans, discussing sports."

they then use the keyword sports in their keyword tag, nine(9) times.

Isn't this keyword stuffing? Yet, someone who is honest and goes by the rules can't be listed at the top of yahoo cause of some cheater stuffing his website. Yet, yahoo nor google do a darn thing.

Sounds like stuffing to me. Most engines ignore the keyword tags now. They know people abuse the tag. There is a lot that goes into ranking well. The "honest" guy just needs to learn how to optimize better. Google and Yahoo have millions of sites to keep track of.
Go to Google and report the site. It will still take months for them to do anything, with all the sites on the net.

Yes its stuffing, but Yahoo and Google pretty much ignore the keywords meta. And they do penalize for stuffing, but there are many MANY other factors like inbound links and domain history that determine positioning.
It can still take weeks or months, but eventually spammy/blackhat sites are affected negatively, if not banned altogether. So being honest and going by 'the rules' still wins in the end. Just make sure you provide good content and promote your site as much as you can.

SEO bots are getting smarter...don't fret this one...they only count the first word encountered...after that, it's ignored. So, there's really no point in 'stuffing' your pages with duplications.
