More than likely, yes. However, some female bettas can be aggressive and territorial. Make sure you have enough room for them to swim freely, and make sure you have enough cover for them to hide.

it depends, do you have a tank big enough for one to hide if the other decides to attack?but it really comes down to if the fish are ok with each other.
