As much as I'm a metalhead I'm going to have to go with classical on this one. Classical music is the hardest to play and write (symphonic metal does come REALLY close, though) and it's classical music that started everything good in music. All through history, if some good new idea showed up in music, it was invented by a classical composer. All generes worth anything have been influenced by the inovations in classical music. Especially metal. which I'd say is a close second for talent and a tie for creativity.
EDIT: after reading all these responses I've decided that most of them are just people telling you what they like, not what they think is the most creative or talented

I must agree on metal. It varies all from the neo-classical with the adition of electric guitar, over progressive, which is sometimes closest to jazz, to the classical heavy and power, which is a lot like rock, all the way to brutal death, black and gore metal (which is like.. um.. noise) ;)
You can't find so much diversity, not musically and nor in lyrics, in any other genre.

Hmm jazz and metal and classic rock are pretty even for talented. All the stuff written in those genres are full of something music needs more of these days, PASSION. And those fingerboard solos are pretty sweet.

most talented would be metal but most creative would have to be rock and emo because they have to figure out what words they can use while screaming and not leave the audience confused in what the hell they just screamed at them, lol.

A mixture of original rock 'n roll and country.
