I have a 1999 hp computer with with shadow lines running in the background, this happened all of a sudden?

I was on the internet, when this happened, could this be a virus or the monitor just going bad? I have tried changing the background layouts with no luck.

We can't see what you can see, but it sounds like a monitor going bad. If you have to opportunity to connect it to a different monitor, please do so, there is a possibility it is your video card/chip.
