There is a fan in every computer used to cool the system down (especially the CPU). In fact, if you have a good video card, chances are that it has a fan of its own. To see the fan, look for the vents on the back of your tower, when the system is off, you will be able to see the fan while it is still.
Although it may sound annoying, you should not touch it or try to remove it as without it, your CPU could overheat and damage hardware inside the system. Though if it sounds rediculousy loud, it may be too dirty or damaged. You can always try cleaning off the fan with a pressured air cleaner, or just buy a replacement with computer outlet stores or a electronics store for around $20 US.
Also on a side note, if you live in a warm place such as California, make sure to keep your system in a well ventilated area as keeping it tucked in a cabnet could prevent proper air circulation in the already hot environment.

The fan has gone bad. You can get a replacement for about $15 at a computer store. It's a common fault with the Dell. You should be able to hear it slightly but some Dells sound like a plane landing.

James is right. Your power supply fan has gone bad most likely. However, the fan on my PC is rather loud.
There is also a fan on your CPU to cool the processor, but unlikely it has gone bad.

I have an Dimension 8250 that had a loud fan noise but I used one of those can's of Fellows air Duster from Office Max and sprayed the dust out from behind and now it is quieter.

Take the cover off and get a vacum cleaner and dust out your pc, all pc's get dust build up and need cleaning. After you clean it out I guarantee that it will cool better and you will not hear that load fan any more until it needs another cleaning.

The more that you use your PC, the more that the fan will blow. It is probably the processor fan. It keeps your comp. from overheating and having a "melt down"

All computers have fans in them. IF they didnt have one then they wouldnt work because it would overheat
