I'm soft-hearted. If I were given such a broad assigment, I know that I would want to get in there and analyze young students' actual reading habits, and find out what people could do to turn them away from television and video games, and back to books. I've recently been tutoring a middle-school ESL student on reading skills, and I've just been having such a great time. You could gain a lot by getting the actual students involved in your project- call up some of your old teachers and see if they'd allow you into their classrooms for observations and/or a research project (with parental approval).

I would look at literacy and programs that school's offer for student's to improve their literacy skills. Also look at testing throughout the system... In the States I believe there is a grade 6 literacy exam. Check out stats and information regarding the validity of this...
You could also look into why the government all of a sudden took focus on literacy in education. Why is there a push for it now?
Is grade 6 too late? What programs or help are offered to students with needs? Is teaching to the test effecting the creative side of students?
