this has been bugging me for a while.. what cartoon said "knowing is ½ the battle?

G.I. JOOOOOOOOOOOOOE!!!!!!!!!!!
At the end of every episode, there was always some public service announcement involving some impossibly stupid child and a random menace - fire, electricity, swimming, etc - in which a member of the G.I. Joe team conveniently swings by to save the day, then ending with the soldier admonishing the child, who always said "Now we know."
Then the famous line!
God those kids were retarded....

G.I. Joe, towards the end of the show ... there would be a community service short showing something regarding being better people ... I still tried to determine what the other half of the battle was though
