It can be either legitimate (but not required) software, spyware or a virus. Google for the winss.exe and check out some of the information posted. If you are having issues, check out some of the links for instructions on removing the program from your system. Below is one, but there were many to choose from. I didn't have time to review them all.

Some malware camouflage themselves as winss.exe, particularly if they are located in c:\windows or c:\windows\system32 folder. Thus check the winss.exe process on your pc whether it is pest. winss.exe is a process which belongs to the Windows OneCare Live. This program is non-essential process to the running of the system, but should not be terminated unless suspected to be causing problems

if you go yo download.com you can get a program called ad ad aware SE by lava soft. it will run and the end results will tell you if it is and how much of a threat it is

there is a legitimate file, but it could be a virus depending on whre it is and the file size.
