If anyone has any suggestions as to where i can get a good reasonably priced hood and filter for a 29 gallon tank? Does anyone know any good websites for this? Any particular brands better than the rest for their price?

if you dont have the tank you, you could buy the 29 gallon starter kit for about $65 and it comes with everything you could think of. They're not too bad. I bought my 29 and 55 gallon that way, and although eventually i bought better filters, they worked surprisingly well for a couple of years. If you dont plan on buying it this way, try garage sales, the newspaper, even craigslist, ebay and aquabid.com

If you didn't get a hood with the tank hopefully you didn't pay much since the hood is the most expensive part even for a cheap one. As far as the filter goes it depends on what type of fish you are planing on getting. Small tropicals don't need as much filtration as bigger fish like oscars and goldfish. It also depends if you want a HOB (hang on back) filter or a canister filter.

the best place to find a cheap tank would be a garage sale.
my grandpa bought a 80 or 85 gallon tank with filters and everything for 70$

For filter, an aqua clear 110 is good, though a 70 is sufficient. A good eheim cannister, the 2215 or 2026 is good along with a smaller aquaclear, the 50 maybe, or the xp2 and the aquaclear
