Today we put the rabbit ears on my 15hp Evinrude outboard motor to test it out before going out on the river and it wouldn't circulate water through the cooling system. What could be wrong

Water pump was already guessed,but wouldn't pressure through the rabbit ears force the water through the cooling system even without a water pump. I'm just guessing ,but maybe engine wasn't warm enough to open the thermostat and allow water to circulate. Good luck.

2 words" dirt dobbers".I had a 60 hp johnson that had the same problem.Even though I couldn't see it from the outside I tore it down and sure enough there they were.Problem solved,just put your ears on and turn pressure on high for a while 5-mins then if it doesn't release use a air nozzle to release dirt , .then flush.If that doesn't work then than either further investigate the cooling system trail,maybe with a small tubing,all else fails check water wheel,pump.did it go bad slowly or make a noise the last trip?If not definetly if it stopped between uses than it is a dirt dobber.They build houses in small holes with mud and there own saliva.Nothing to release one from a wall but tough to get out of a outboard motor.Check entry or exit portal,both will cause it to stop.

you are going to need a water pump. be sure to check all of your ports for blockage. clean them good . a water pump is cheap and easy to install. it is beter than blowing up your motor.

The water pump in the outdrive is bad.

check for blockages, then check the water pump.
