I think the answer lies in under-the-table agreements and eye winks. India may defend itself by saying that it is surrounded by the hungry wolves of Pakistan and China but it didn't need nuclear weapons to defend itself. I suspect strongly that there was collusion on the part of the US to add an additional partner to the nuclear brotherhood thus surrounding China and Russia.
