-I'm not 100% sure, I think the vin # is on the steering neck (below the handle bars, front of the frame).
-As for the not running part, check for spark. Remove the spark plug. Insert it in the spark plug cap and lay the threads of the plug on the motor. Pull the starter cord. No spark - bad coil or stator or points & condensor or kill switch.
-Check for compression. With the spark plug out, put your finger on the spark plug hole and pull the starter. If the compression is good, it should blow your finger off the hole.
-Could have bad gasoline or a clogged carb. Drain the fuel tank if you're unsure about the gas.
-Remove the carb, disassemble and clean jets & passageways in the carb. with carb cleaner.
-If there's any rust in the fuel tank, clean as best you can and install an in-line fuel filter between the petcock and carb.

Try calling Honda. They will be able to tell you how to determine the model number. Also there should be some sort of ID number on either the frame or the engine...like the VIN on your car. Have those handy when you call Honda....

Try looking at the head tube in front of the gas tank on the frame, there should be a plate there saying model and year

The rotating reluctor...wow, you purchased me there! there's a rotor below the distributor cap on some engines, more recent engines have an all digital ignition device. A 2 cycle engine (commonly, no longer continually) has one coil connection to the magneto, one to the ignition change and one to floor. good success

10th digit in the serial number is the date code. Call your dealer...All the ATC 70's are the same, anyway.....
