She could self publish. You should check into iUniverse.com, there are others, but in my recent searches, iUniverse seems to offer the best deals/services.
You can also search online for 'self-publish' to see other options. when you self publish, you are on your own to market the finished book, but at least you get to have it in print!
You could also purchase ebook compilation software to turn her stories into electronic books. She could then sell them on eBay.
basically, where there is a will, there is a way. I did a lot of searching and decided that ebook pro was the best option for me.
It allows the author to determine the security settings (printing on or off, free preview pages, etc.)
If you are really serious, you might want to check at Hay House.com. I recently received an email from them advertising some upcoming seminar for folks hoping to learn more about writing books and getting published. It was kind of pricey, though. Somewhere in the area of about $1300. sorry, can't remember the name of the workshop. Seems like it was coming up pretty soon, sometime in July maybe.
Anyways, best of luck to your daughter. I am now in the final proofing phase of my first book, which I am self-publishing through iUniverse. It is exciting and a bit scary, too!

This depends entirely on what kind of writing she's good at. If it's fiction, consult the Writer's Market (available in your local library's reference section) or any of a thousand different websites on publishing which you can access simply by entering "Publish a book" into Google.
If she's good at something like essays, or non-fiction, she should start by writing articles and trying to submit them to magazines. Again, the Writer's Market will tell you what magazines, where they are located, and how to submit them.
There are lots of different ways to make a living writing besides selling books. Try the following website:

Keep encouraging her.

i would get her published in the Who's Who Amoung American Highschool/College Students first of all. Then she can use that as credential.
She would need to have a story of non fiction or fiction plot written if she wanted to write a book and compilation books for unknowns is almost impossible to accomplish. BUt you can always self publish and shop her books to local stores in your city.
