The gas that fills them is a halogen. Most of the time, they're filled with argon. These are the ones that emit the yellowish light. The ones that make that really pure, bright white are filled with xenon. The filament is tungsten.

There are several varieties of car headlights. The oldest ones have a tungsten filament, and the bulb is filled with argon. Quartz-halogen bulbs contain, in addition to the tungsten filament, a small quantity of iodine, and are designed to run hot; tungsten which evaporates from the filament and settles on the quartz shell will be attacked by the iodine, and the resulting compound will evaporate. When it touches the hot filament, it decomposes, depositing the tungsten back on the filament and releasing the iodine to repeat the process. This permits such bulbs to operate at a hotter filament temperature for a given design lifetime, and thus throw more light.
The newest headlights contain xenon at a moderately high pressure and two electrodes (tungsten). Sufficient voltage is applied to drive a spark through the xenon, which throws a brilliant white light in much the same manner as a camera flash.
